What happened

At a National Assembly hearing on October 8, 2026, Tesla Korea CEO Seo Young-deuk said about 45,000 of roughly 230,000 Korean Tesla customers can use FSD, Tesla North reported. Eligible cars are the US-built ones: Model S, Model X, Cybertruck, and US-made Model 3 and Model Y with HW3. Shanghai-built cars, the majority of Korean sales, are excluded, and Tesla has not formally asked to test FSD on them.

The factory decides the feature

In Korea, the country a Tesla was built in now decides whether FSD can run on it. Tesla North reports that US-built cars come in under the Korea-US free trade agreement's vehicle rules, while Shanghai-built cars have not been put through Korean testing for FSD.

The numbers explain why this was raised in parliament. Tesla North reports about 89,000 Teslas sold in Korea through September 2026, about 90% of them Model Y, and the cars sold there today come mostly from Shanghai. That leaves roughly 45,000 of 230,000 customers able to use the feature. Seo told the hearing that Tesla had never formally asked Seoul to test the system on China-built cars, and said it would cooperate if the ministry set up a channel and framework. No timeline was given.

Who this affects

Korean buyers who want FSD and are about to order a new Model Y or Model 3. A new car from Shanghai will drive with its standard features, but FSD will not run on it in Korea as of the hearing. Owners of older US-built Model 3 or Model Y cars with HW3 are, per the report, inside the eligible group.

What did not change

  • Prices. Nothing about Korean prices was announced at the hearing.
  • Standard features. China-built cars keep everything else they shipped with.
  • The referral page. Our capture of Tesla's Korean referral page on October 4, 2026 shows Model 3 as "Listed, no buyer benefit shown" and Model Y as "Listed, no buyer benefit shown". No FSD months are attached to a Korean order through a link.
  • No promo code. Nothing typed into an order makes FSD run on a car that is not eligible.

Before you pay for FSD in Korea

Ask which factory your car will come from before you order, and get the answer in writing. If it is a Shanghai-built car, buying FSD now means paying for software that cannot be used in Korea and may not be for a long time, since there is no test request and no timeline. If FSD is the reason you want a Tesla, the US-built models are the ones that run it, and they cost more. Our note on FSD, Supercharging or cash explains how FSD figures in what Tesla offers elsewhere. If your order terms change after you sign, our note on offers that change after an order covers what you can ask for.

Figures are as reported by Tesla North on October 8, 2026, from the National Assembly hearing. Eligibility can change if Korean authorities test China-built cars.

What to do

  • If FSD matters, ask Tesla Korea which factory your car comes from before you order.
  • Don't buy FSD for a Shanghai-built car expecting it to work soon: Tesla has filed no test request and given no timeline.
  • Already own a US-built Model 3 or Model Y with HW3: you are in the eligible group, per the hearing.
  • Check our Korea row in the matrix for what the referral link gives on each model.
