Tesla Model Y rebate in Canada: the RWD is the only Tesla that qualifies for the $5,000 EVAP incentive
Event date The day Drive Tesla Canada reported the August EVAP claims data. The program itself has run since February 16, 2026. CA
What happened
Drive Tesla Canada reported on September 28, 2026 that the 2026 Model Y RWD is the only Tesla eligible for Canada's federal Electric Vehicle Affordability Program (EVAP), which pays up to $5,000 on an eligible battery-electric car. Model 3, Model S, Model X and Cybertruck do not qualify. The Shanghai-built Model 3 fails EVAP's country-of-origin rule; the Model Y RWD sold in Canada is built in Germany.

The two rules that decide it
Transport Canada's program page sets the test. A car must be new, made in Canada or in a country with a free-trade agreement with Canada, and have a final transaction value of $50,000 or less, unless it is made in Canada, in which case there is no cap. The incentive is up to $5,000 for a battery-electric car in 2026, and it is applied at the point of sale: taxes and fees first, then the incentive. Each person can receive one EVAP incentive over the program, which runs from February 16, 2026 to March 31, 2031.
| Model | Built in (for Canada) | EVAP |
|---|---|---|
| Model Y RWD (2026) | Germany | Eligible, up to $5,000 |
| Model 3 Premium RWD | Shanghai, China | Not eligible: country of origin. From $39,490 |
| Model 3, other trims | — | Not eligible |
| Model S, Model X, Cybertruck | — | Not eligible |
Drive Tesla Canada's October 7, 2026 deals roundup gives the Model 3 Premium RWD price and the reason it misses out. It does not print the Model Y RWD price, and we will not quote one from memory: read it on Tesla's Canadian site, because the $50,000 final-value test depends on the exact configuration.
The claims data
From Transport Canada's open data, Drive Tesla Canada counted Tesla EVAP requests rising from 193 in July to 754 in August 2026, all Model Y RWD, and 1,945 for the year. Outside Quebec, Model Y drew 691 claims in August. About $2 billion remained in the fund on September 1, 2026. These are requests received, not approvals or payments.
Who this affects
Canadian buyers choosing between a Model 3 and a Model Y RWD. On sticker price alone the Model 3 can look cheaper; once EVAP comes off an eligible Model Y at the point of sale, the order of the two can flip. Quebec buyers have a provincial program on top, with its own amount and rules; check Quebec's own page for the current figure.
What did not change
- EVAP's rules. Origin and final-value tests are the same as at launch.
- The amount, for now. Drive Tesla Canada reports the battery-electric amount drops to $4,000 on January 1, 2027, and Transport Canada's schedule steps down each year after that.
- The referral benefit. Our capture of Tesla's Canadian referral page on October 5, 2026 lists 3 months of FSD (Supervised) on Model Y and the same on Model 3. It is separate from EVAP and comes from Tesla, not the government.
For the full cost picture, our note on a Tesla's price after savings shows how incentives, fees and the referral line add up.
Government incentive figures appear here only as part of this dated report, with sources. EVAP amounts and eligibility can change; Transport Canada's page is the final word.
What to do
- Compare the Model 3 Premium RWD at its listed price with the Model Y RWD price minus the EVAP amount, both read on Tesla's Canadian site on the same day.
- Confirm on your order that EVAP is applied at the point of sale, after taxes and fees.
- Check the final transaction value of your exact Model Y configuration against the $50,000 limit.
- Ordering near year-end: the amount drops to $4,000 on January 1, 2027, so check when the incentive is counted for your delivery.
